In short, there is no best time. It’s probably best to wait for the right one to come around.
You shouldn’t change jobs just for the hell of it, or because you have some sort of vague feeling that you need an extra name on your CV. What you do need to do is a bit of career planning. Within that planning you need to be thinking about where you’d like to be doing career-wise. Then go.

People spend their lives waiting for the perfect job to come along, never take a risk and ultimately never move. Catch the trade winds in your sails. Explore. Dream. Discover”
There are times where business realities are probably going to mitigate against changing jobs – August, when loads of industries take holiday so the right people are not going to be around, or Christmas when it’s crazy for retailers.
Ultimately, don’t leave when the Calendar says it’s March, leave when you’re ready to go but don’t wait until it becomes the thing you never did…
